What is LASAA?
LASAA is Lagos State Signage and Advertisement Agency. It was
established under the Lagos State law to manage, regulate and
control outdoor advertisement in Lagos state through the issuance
of permits to outdoor advertisement structure owners. The Agency
was set up by the Lagos State Structures for Signage and
Advertisement Agency Law, 2006 to manage and regulate the Signage
and Outdoor Advertisement Industry. The main purpose of the
advertisement control system is to ensure that everybody involved
in the display of outdoor advertising contributes positively to the
appearance of an attractive and cared-for environment.
Why should I Register?
As provided in the law, all outdoor advertisement structure(s)
must be registered by the owner and issued with a permit. LASAA has
provided a system for controlling advertisement displays which is
fair, balanced, consistent, speedy, efficient, responsive to change
and promote a pleasant, safe and cared for environment.
What is 1st, 2nd & 3rd Party Advertisement?
- 1st party advertisement means the advertisement of anything
produced, procured, sold, delivered, performed or provided from the
premises on which the advertisement is displayed
- 2nd Party Advertisements are informational and directional
signs
- 3rd Party Advertisement means the advertising of anything which
is not produced procured or sold delivered, performed or provided
from the premises on which the advertisement is displayed.
What is LASAA's Aim?
Our aim is to provide a system for controlling advertisement
displays which is fair, balanced consistent, speedy, efficient and
responsive to change and promote a pleasant and safe
environment.

Who is entitled to a Signage?
Every organisation, commercial and non-commercial is entitled to
a sign on its premises and is expected to apply for an
advertisement permit at any nearest LASAA's Local Government
office.
What are GIS, UTM and Location Map?
GIS means Geographical Information Survey. It provides the
longitude and latitude of where the sign will be erected under the
earth. The GIS model has become old fashioned and does not provide
accurate figures. The Universal Transverse Mercator (UTM)
coordinates is a better version of the GIS. Its compatibility and
use is much more effective and accurate for determining the
positioning of a building under the earth. It is a requirement in
the pre-scrutiny application form for an advertisement permit. The
Location map is a detailed map of the structures surrounding the
allocation of the proposed structure.
What is a photomontage?
A photomontage is a requirement in the pre-scrutiny application
form and it is a computer simulated photograph which shows the
positioning of a proposed sign.
How do I register my sign?
The registration process is in 2 stages:- Pre-scrutiny
Application (Annexure 1A form) and Formal Application (Annexure 2
form)
To register a sign, take the following steps
A. Get to the nearest Local Government and Request for a LASAA
office
B. Purchase the Pre-scrutiny form (Annexure 1A); provide the
necessary requirement in the form
C. Submit the completed form (Annexure 1A) to the point of
purchase
D. Purchase of the Formal Application form (Annexure 2) at the
Head Office after the receipt of a letter titled- RE: ON-GOING
PRE-SCRUTINY APPLICATION PROCESS FOR 1ST PARTY (ON PREMISE)
SIGNAGE
E. Submit the completed form (Annexure 2) with the necessary
requirement
What are the requirements for the pre-scrutiny registration form?
A) Photograph of the signage as it is standing from the road or
a photomontage of what is proposed.
B) The UTM co-ordinates and the Location map.
C) A letter of consent (where applicable) from the owner of
property where sign is to be erected
What are the requirements for the formal application form?
a. Site Plan
b. Location map
c. Sign Plan
d. Elevation Drawing
e.Photomontage/Photograph
f. Tax Clearance
g. Letter of consent or Tenancy Agreement
What is an advertisement permit?
An advertisement permit is a legal document issued by LASAA as
the right to erect and maintain an advertisement structure for a
period of time.
Can I use banners and posters for advertisement?
For banners, a special temporary permit must be applied for and
issued by LAASA. Banners can only be used within the premises where
the event is taking place and the permit is for 2 weeks. Any use of
banners across the road is illegal. In the case of posters, it has
become a criminal offence to paste posters indiscriminately.
Posters are only allowed at designated boards that will be provided
by LASAA. Anybody whose advertisement is so displayed on a poster
that defaces the environment will be held liable for breaching the
law.
How do I register for the use of a banner?
To register a sign, take the following steps
a. Get to the nearest Local Government and Request for a LASAA
office
b. Purchase the Temporary Application form (Annexure 1B);
provide the necessary requirement in the form
c. Submit the completed form (Annexure 1B) to the point of
purchase a week before date of deployment
d. Receive a bill and make payment accordingly
Do I need a permit for Road Show?
For Road shows a special temporary permit must be appliedfor.
LASAA will grant such request following the submission of:
- Application form 1b
- Vehicle Licence
- Route plan with dates
- Photomontage or picture to show proposed/existing brand
display
- Vehicles must be displayed at LASAA office for inspection
- Declaration of number of brand promoters.
